Depending on the lay of the land, elevations and drainage becomes a huge factor. Ditches are installed to carry the water away from the road. Proper ditch maintenance is usually required a few times a year. Leaves and limbs can cause ditch water to slow, divert, and eventually stop water flow, when this happens your road can wash out costing you more for repairs.
NO! A dozer is not designed for compaction. The purpose of the tracks is to spread the weight out evenly allowing the dozer to cross soft materials and to add to its traction forces. A compactor/roller is used to make compaction. A compacted base will make a huge difference in the final product lifespan.
